Community Survey

Citilink ran a community survey of Allen County residents from January 2025-February 2025 that revealed statistically significant and strong community support for public transit and Citilink’s services.

The purpose of this survey was to gather resident input and feedback on Citilink’s services.

This information will be used to improve Citilink’s services and to help identify and address challenges facing the community and prioritize resources effectively.

Transit Plans

Citilink 2030 Transit Development Plan

The Citilink 2030 Transit Development Plan represents a combined report of both a Comprehensive Operations Analysis (COA) and a Transit Development Plan (TDP) for the Fort Wayne Public Transit Corporation, dba Citilink. The COA focuses on the current system characteristics and operations, while the TDP addresses opportunities for improvement over the 10-year planning horizon.

The plan was adopted by the Citilink Board of Directors at its February 14, 2020 meeting and while it is a principal planning document for the Citilink Board of Directors and staff, annual review and minor update is recommended to keep the document current.

Coordinated Transit Plan

Human mobility is a necessity for everyone. Reliable and consistent transportation allows individuals the opportunity to access the destinations and services they need or desire.

Primarily, Allen County is automobile oriented. Many individuals own their own vehicles that allow them to transport themselves and their families. However, there are many individuals
who are unable to transport themselves because of age, disability, or economic circumstances.

Many of these individuals rely on the transportation services provided by public transit, human service transportation providers, and private transportation providers.

Adequate and reliable transportation is crucial to maintaining and growing the livability within Allen County communities. It is also vital for those who wish to age in place, specifically older
adults and individuals with disabilities. The reliance on transportation services is evident with the provision of approximately 1,630,000 one-way trips in 2023 by the public and human service transportation providers that operate within Allen County and does not even include trips provided by private providers and area agencies or groups whose statistics are not tracked.

Coordination between all providers is needed to provide the most efficient and comprehensive transportation services to individuals with disabilities, older adults, and persons with limited
incomes within Allen County.

The Northeastern Indiana Regional Coordinating Council (NIRCC), through the assistance of the Transit Planning Committee (TPC) of the Urban Transportation Advisory Board (UTAB), has updated and prepared the following document, 2024-2028 Coordinated Public Transit-Human Services Transportation Plan for Allen County.

This plan identifies the available services, the
transportation needs of individuals with disabilities, older adults, and persons with limited incomes, the transportation service gaps, strategies to address those gaps, and projects that
meet the identified strategies. The plan is intended to increase and promote coordination between all transportation providers within Allen County to increase the efficiency and comprehensiveness of the transportation services that are provided.

NIRCC and the TPC feel that coordination between all transportation providers within Allen County is the key to providing efficient and comprehensive transportation services.
Transportation coordination and cooperation has been occurring between the providers in Allen  County for many years. This Coordinated Public Transit-Human Services Transportation Plan will serve to increase and strengthen the transportation services that are offered here in Allen County.

Fare Structure and Policy Proposal

Citilink has not substantially changed its fare policy or the price of fares in more than a decade. Several factors indicate that the time has come to modify both fare policy and the price of fares:

• Forecasted fiscal challenges require consideration of all sources of revenue
• The Genfare Odyssey farebox used on fixed route service is obsolete and no longer supported
• Maintenance costs for Genfare fareboxes are high and result in vehicle down time
• Automated fare validation will improve the customer experience and grow equity, and reduce potential disputes between drivers and customers over fares

In March 2024, the Board of Directors approved a contract with Token Transit to install new fare validators aboard all fixed-route buses, eventually replacing the farebox. This technology will make fare payments more convenient for customers and provide more reliable fare validation through automation.

  • Reduce costs of fare collection through price incentives for mobile tickets.
  • Offer flexible payment options to customers.
  • Improve equity through fare capping.
  • Preserve the value of existing fares already in circulation.
  • Improve dwell time at the bus stop.
  • Preserve scheduling capacity for ADA-require Access trips

Final DBE Goals 2024-2026

The Fort Wayne Public Transportation Corporation (FWPTC)/dba Citilink receives assistance from the Federal Transportation Administration for capital equipment purchases/construction, capitalization of maintenance costs, and operating assistance.

Fort Wayne Public Transportation Corporation is part of the Indiana DBE Unified Certification Program. We periodically review the DBEs certified through this program. There are very few DBE vendors of services and supplies in the Fort Wayne, Indiana area. Potential DBE vendors we have identified are reluctant to complete the Net Worth Statement required by the certification process.

Our DBE goal is posted to our website in accordance with the current guidance. It is our intent to specifically inform our current contractors and any other groups necessary to inform them of our DBE goal along with obtaining updated information regarding available and/or eligible DBE’s. Eligible DBEs have and will be encouraged to become certified if they have not already done so. We will attempt to provide any help a vendor may need. Note that this DBE goal has also been reviewed and approved by the FWPTC board.

RFP #2026-1 for Long-Range Transit Plan, Referred to as Transit Tomorrow

Citilink is seeking proposals from qualified firms (contractors) to provide underground storage tank (UST) removal and aboveground storage tank (AST) installation in accordance with the scope of work and conditions set forth in this solicitation.

All work must be compliant with all state and federal requirements including requirements set forth in this solicitation.

The contractor or subcontractor must be able to provide all required tests, documentation, and verifications for the removal of the USTs in accordance with all IDEM standards and in compliance with Indiana’s Excess Liability Trust Fund (ELTF) requirements. The contractor (and all subcontractors) must comply with all Davis-Bacon requirements as detailed in this RFP and federal regulations.

Citilink is offering an optional second site visit for any interested contractors to attend.

Fort Wayne Public Transportation Corporation (CITILINK) intends to secure general legal counsel to provide, but not limited to, the following services:

  • Personnel matters including disciplinary proceedings, equal employment opportunity, ADA-related issues, FMLA matters, employment contracts, and transit management contracts.
  • Collective bargaining matters including arbitrator selection and possible representation in binding arbitration meetings.
  • Procurement, including Federal and State compliance.
  • General government matters relative to a municipal corporation.
  • Federal, State, and local regulatory compliance and oversight matters, including interpretation of Federal, State (Indiana Code), and local regulations.
  • General policy review as new public policies are developed and/or amended.
  • Specific topics related to transit matters under Indiana Code including service area and expansion of service beyond operational boundaries, taxing district, annexation and its impact on transit service area, incorporation of the additional territory into transit service area without annexation, purchase of real property, funding and finance, cumulative transportation and improvement reserve funds, annual budget and tax levies, debt issuance, bus advertising in a non-public forum and related issues, matters related to the Board of Directors, and any other issues or matters that may arise that require the services of outside legal counsel.
  • Meeting Attendance – as needed and as requested by General Manager, CFO/Controller, Human Resources Director, Chief Operations Officer, or Board Chair.
  • Phone calls – as needed and as required by General Manager, CFO/Controller, Human Resources Director, Chief Operations Officer, or FWPTC Board Chair. If any out-of-town travel is required, including how reasonable travel costs would be calculated and billed in the proposal.
  • Represent FWPTC in any legal matters as needed, referred by General Manager, CFO/Controller, Human Resources Director, Chief Operations Officer, or Board Chair.
